The College of Law, University of Karbala, discussed the doctoral thesis of the student (Muhammad Sultan Hassan), entitled (The legal organization of the administration’s authority in administrative closure, a comparative study), and in the hall of the late Professor Dr. Abbas Al-Husseini in the college.
The topic aims to clarify the extent of the administration’s authority to close the institution or facility belonging to the citizen whenever administrative violations are committed that would threaten the lives, health, or tranquility of people, permanently or temporarily.
This thesis reached many results, the most notable of which is that the Iraqi legislator has adopted this procedure or penalty of closure in many of the legislations regulating professional activities.
The letter concluded with important recommendations, the most important of which is the researcher’s call to the Iraqi legislator to clearly unify procedures and guarantees for individuals in order to achieve a comprehensive and unified vision instead of the multiplicity of visions and their disparity between legal texts.
The committee was formed under the chairmanship of Professor Dr. Alaa Ibrahim Mahmoud from the College of Law, University of Karbala, and the membership of Professor Dr. Muhammad Taha Hussein from the College of Law, Karbala University, Assistant Professor Dr. Majeed Majhoul Darwish from the College of Law, University of Muthanna, Assistant Professor Dr. Rasha Shaker Hamid from the College of Law, University of Karbala, and Professor Assistant Dr. Sarah Khalaf Jassim from the Faculty of Law, Al-Nahrain University, and Professor Dr. Saab Naji Abboud from the Alamein Institute for Graduate Studies, as a member and supervisor.
