Professor of Criminal Law at the College of Law at the University of Karbala, Khaled Majeed Abdul Hamid, participated in the committee to discuss a master’s thesis in the general branch on the criminal policy of the legislator in preventing juvenile delinquency – a comparative study submitted by the student Duaa Mahdi Abis.
The study aimed to identify the criminal policy of juvenile delinquency, and to study the phenomenon of juvenile delinquency in terms of its factors and methods of prevention and treatment, in addition to working to direct the attention of the legislator to the shortcomings in the legislation or in the actual application of the law.
The study concluded that the Iraqi legislator should pay great attention to the category of juveniles, and this is evident through the special protection for them, which he included in many laws, in addition to the fact that the Iraqi legislator followed a modern criminal policy in the Juvenile Care Law as much as possible, and addressed most of the matters surrounding the juvenile, but he faced a pitfall in its application on the ground, as many of its provisions are suspended, and others are not applied, and this has a significant impact on confronting or reducing juvenile delinquency.
