The College of Law at the University of Karbala discussed a doctoral thesis on the transfer of jurisdiction in the law of governorates not organized in a region – a comparative study, submitted by the student Abbas Sattar Jabbar.

The study aimed to identify the positives and negatives resulting from the process of transferring jurisdiction from some ministries to local authorities in the governorate, as well as to know the extent to which governorates can succeed in the process of transferring jurisdiction from some ministries to them and what solutions must be provided regarding the problems resulting from the process of transferring jurisdiction by researching its legal organization.

The study concluded that administrative jurisprudence has known the transfer of jurisdiction indirectly during the definition of administrative decentralization, but the legislator and the judiciary did not know it, but rather organized and addressed the problems resulting from the transfer of jurisdiction, in addition to the fact that the philosophy of transferring jurisdiction goes beyond being a mere administrative mechanism to organize the relationship between the central government and local authorities to become a basic tool to enable local citizens to participate effectively in managing their affairs and achieving their aspirations.
