The subject of the study in this thesis aims to address and indicate the important actions taken by the traffic man immediately after the occurrence of most traffic accidents, as it is one of the evidence that strengthens the judge’s compassionate conviction regarding the identification of fault and the responsibility of the parties to the traffic accident. The study also focused on examining the legal basis for conducting the traffic scheme and its adoption in criminal evidence .
The study concluded that the work of the traffic planner by the traffic Man and in accordance with an official legal record, reveals the reality of the accident and represents an accurate comprehensive expression and provides the investigation with a clear picture of the scene of the accident from the beginning of its occurrence to the end, the study recommended in the letter that it is necessary to develop an appropriate legal regulation of the traffic planner to ensure its accuracy, clarity and impartiality of the person conducting it and his scientific and practical qualifications, which leads to a just and proper criminal sentence .
The discussion committee consisted of a group of professors specialized in criminal law from the faculty of law, Karbala University, and this committee was chaired by Professor Dr. Dia Abdullah Abboud, advisor in the State Council.
