Professor of civil law at the College of Law at the University of Karbala, Professor Dr. Adel Shamran, chaired a committee to discuss a master’s thesis on double disability and its impact on the expression of will – a comparative study, submitted by the student Iman Razzaq Kaban.

The study aimed to understand the rights of those with double disability and adopt the most successful legal mechanisms to protect them, and guide the Iraqi legislator to the most prominent legislative treatments adopted by comparative laws to regulate the affairs of this category, in addition to identifying the extent of the impact of double disability on the expression of will, whether this disability is permanent or temporary.

The study concluded that legal scholars were the first to know the combination of two diseases with the term double disability, with an attempt to define it, but they did not succeed in developing a comprehensive and exclusive definition for it, in addition to the fact that the Iraqi and Egyptian legislators relied on the age criterion (age criterion) in defining the concept of the elderly, regardless of his health condition or social status.
